Grocery, Retail and Hotel Proposed Near DIA

A new grocery store, retail center with two restaurants, and a hotel are being proposed for a site off Peña Boulevard, replacing a residential development pitched for the property three years ago.

According to concept plans recently filed with the City of Denver, the project—dubbed Tower Plaza—would be part of a larger mixed-use development near Denver International Airport and could draw thousands of daily visitors.

The development would occupy a 4-acre vacant lot at 18306 E. 64th Ave., located between North Yampa and Waco streets just off Peña Boulevard.

Property records show that in September 2024, two LLCs associated with Kelly Chuong and Wu Mei Li purchased the retail parcel for $3.4 million from an LLC connected to Denver-based L.C. Fulenwider Inc. Concept plans also name Westminster-based Summit Design Engineering Services.

The plans outline a 40,000-square-foot retail plaza anchored by a 24,942-square-foot grocery store, with additional space for restaurants and shops. Site drawings submitted Aug. 5 also include a potential five-story building featuring a hotel and a ground-floor restaurant at the parcel’s northeast corner. The proposed five-story hotel is named Candlewood Suites Hotel, a 64,322-square-foot, 122-key property.

The original site plan proposed 110 multifamily housing units, according to a letter submitted by J.R. Engineers. In the letter, engineers analyzed traffic generated by the site in both the original and revised plans, noting an increase from about 500 daily trips with the all-residential design to roughly 4,290 daily trips. According to the letter, the shift to commercial use is anticipated to create significantly more trips than the former residential plan.

The mixed-use project is projected to be complete in 2028.
