Northglenn Urban Renewal Seeking Development Partner

The Northglenn Urban Renewal Authority (NURA) has released Request for Proposal (RFP #2026-01N) seeking qualified development teams or end-users to redevelop approximately 1.34 acres located at the southwest corner of East 112th Avenue and Irma Drive in Northglenn.

The site includes three parcels totaling 58,370 square feet and is currently zoned Commercial General (CG). The property lies within Urban Renewal Plan Area 2 and
qualifies for Colorado Enterprise Zone incentives, potentially providing state income tax credits to eligible businesses.

Two of the three parcels are vacant and scheduled for demolition in March 2026. The third parcel is currently leased month-to-month to a longtime restaurant.
The City’s Comprehensive Plan identifies the area with high-intensity mixed-use development. Rezoning and replatting are anticipated as part of redevelopment.

Development Objectives

NURA seeks proposals that:

  • Eliminate blight and demolish existing structures
  • Deliver high-quality commercial, office, retail, or mixed-use uses
  • Generate sales tax, property tax, and tax increment financing (TIF) revenue
  • Create jobs and long-term economic sustainability
  • Align with the Urban Renewal Plan and the Comprehensive Plan

The Authority encourages creative public-private partnership models and economically feasible development concepts.

Prohibited uses include storage/mini storage, automotive repair, car washes, liquor or marijuana-related businesses, and other uses deemed incompatible with the surrounding neighborhoods.

Infrastructure & Timeline

The site is served by municipal water and sewer with gas and electric provided by Xcel Energy. Additional infrastructure analysis may be required depending on the proposed use.

Proposals must include:

  • Development concept and site plan
  • Preliminary pro forma
  • Purchase offer
  • Description of project challenges

Proposals are due April 16, 2026, at 2 PM MST. Finalist interviews are anticipated the week of April 29, with contract award expected in May 2026.
