Denver Housing Authority Seeks Proposals to Build Permanent Supportive Housing

The Denver Housing Authority (DHA) Delivers for Denver (D3) Bond Program, is a critical partnership with the City of Denver to increase and expedite the supply of permanent supportive housing for households earning very low incomes in our community.

DHA has issued a Request for Qualifications (RFQ) for a development partner to build new housing with supportive services on DHA-owned parcels located at 1101, 1123, and 1139 Delaware Street in the Golden Triangle neighborhood. The goal of the RFQ is to select a development partner able to develop, own, and operate supportive and affordable housing on the sites.

The timeline of the RFQ is as follows:

  • Pre-Proposal Meeting (via Teams Meeting) – April 25, 2023, 2:00-3:00 p.m.
  • Q&A due to DHA – May 1, 2023, 4:00 p.m.
  • Deadline for DHA to respond to written questions – May 10, 2023, 4:00 p.m.
  • RFQ submissions due to DHA – June 30, 2023, 4:00 p.m.

The development parcel is the seventh site made available with land acquisition resources from the D3 partnership between the City and County of Denver and DHA. D3 utilizes property tax mill levy revenue from Denver’s Affordable Housing Fund, in part, to expedite and expand a pipeline of supportive housing residences.

In 2019, DHA issued a $130 million municipal bond backed by city property tax allocations that generated $120 million in revenue. The purpose of the D3 Program is to expedite a pipeline of affordable housing projects and to accomplish the goals of Denver’s Five Year Housing Plan.
