Legislators Remain Divided Over Urban-Renewal

Last week Gov. John Hickenlooper signed Senate Bill 279, a consensus bill aimed at ending a two-year feud between cities and counties over urban-development law, but legislators could not agree on a second proposal, Senate Bill 285, that would have imposed more regulations over Downtown Development Authorities.
