Middle Income Housing Nonprofit Reimagines Approach to Project Financing

Fulcrum Communities, a nonprofit restoring housing affordability for working Coloradans, has acquired a newly built property located at 14079 Deertrack Lane in Parker. This acquisition formalizes the official launch of the company, aimed at providing sustainable mixed residential rental options for middle-income families. 

“Traditional homeownership is increasingly out of reach for the middle class, and market-rate rentals often consume an unsustainable share of income without providing the stability that would allow families to establish roots in one place,” said Scott Davis, CEO and founder of Fulcrum Communities. “Fulcrum wants to change that. We are committed to building a high-quality residential portfolio of rent-controlled homes exclusively targeted to serve Colorado’s middle-income families.” 

Fulcrum, in partnership with its donors, FirstBank, and the State of Colorado, is providing a first-of-its-kind rental solution that delivers housing affordability and reliability that were traditionally available only to families who could afford to buy their homes. With the advantages of tax-exempt bonds and philanthropic capital, Fulcrum acquires high-quality, newly built homes across Colorado, which it then rents to households earning between 80% and 140% of the median income in their county. Rents are priced 20% below market rates, and all leases provide 2% limits on annual rent increases and a 10-year tenant right to renew. 

“Solving a problem as big as housing requires a team effort. I’m grateful for the financial support of our donors and our project lender, FirstBank, as well as the construction support from our building partner, Century Communities, and of course, the regulatory support we’ve received from the State of Colorado,” added Davis. “What we’re doing could not be done in most other states. Colorado has a unique legislative situation and unique partners on the ground, allowing us to create a unique solution.” 

Fulcrum is a self-sustaining model, but philanthropy accelerates our impact. Renters fund 95% of the cost of the homes in the portfolio, while donors provide just 5%—the small but crucial piece that starts the flywheel. Every donor-financed home eventually pays for itself and funds eight additional homes, creating even more affordable rental homes for middle-income families across Colorado. 

The first for-rent property under the Fulcrum umbrella is 14079 Deertrack Lane. The brand-new residence within Century Communities’ Alder Creek community was completed in 2025 and will be available for move-in in March.
