Plans submitted to the City of Denver for the proposed redevelopment of a one-story restaurant/retail space and a surface parking lot—currently home to long-time Italian restaurant Cucina Colore—have advanced to the site development plan phase.
The approximately 18,355-square-foot site, owned by Phenomena LLC, is located at 3035 E 3rd Ave and is bound by St. Paul Street to the east and 3rd Avenue to the south. Phenomena LLC bought the property for $9.85 million in May 2025, records show.
According to concept plans submitted in December, 2025, the project entails replacing the existing retail building with a new four-story mixed-use office building of approximately 88,079 GSF, including two levels of subgrade parking (32,824 SF), retail tenant space at the ground level, and office space on levels 2-4 (46,849 SF).
The plans indicate a shift toward experience-driven office environments, rather than traditional speculative development. The vision goes beyond a traditional office building, instead introducing a mixed-use, pedestrian-oriented concept that incorporates ground-floor activation designed to align with evolving tenant expectations in one of Denver’s strongest submarkets.
Open Studio Architecture submitted the original concept plan, and Roth Lang Engineering Group is also named on the plan submission to the city.
Cherry Creek continues to stand out as one of the region’s most resilient office markets, consistently outperforming downtown Denver in both occupancy and tenant demand. The submarket’s mix of high-end retail, hospitality, and residential density has made it a preferred destination for companies seeking a more amenitized workplace environment.
A timeline has not been finalized and plans remain subject to city review and potential revisions.
