On November 5, the Denver Broncos filed a Large Development Review (LDR) pre-application with the City of Denver, outlining early concepts for transforming Burnham Yard into a privately funded stadium and mixed-use district.
The submission represents a conceptual draft that will evolve over the next year through collaboration with city officials to ensure the project reflects Denver’s long-term goals and community priorities.
Team Owner and CEO Greg Penner, Owner Carrie Walton Penner, and President Damani Leech—along with other members of Broncos leadership—have been meeting with residents and stakeholders since announcing Burnham Yard on September 9 as the preferred location for a retractable-roof stadium surrounded by new development. Alongside the LDR process, the organization continues to work on a Community Benefits Agreement and Small Area Plan with input from local communities and city representatives.
Denver’s Community Planning and Development (CPD) department has provided early feedback on the proposal and will continue to guide the process over the coming year, with ongoing public engagement expected to play a major role.
In a statement, the Broncos said:

As we move forward, we are listening first and remain committed to a collaborative, inclusive, and transparent process that honors the area’s diverse history and culture.”
Included in the LDR is a preliminary conceptual map of the layout of how the development site could be organized as well as the team’s desire to highlight the history of Burnham Yard, a historic former railyard that predates Colorado statehood. Initial plans propose to locate the stadium on the western edge of Burnham Yard—furthest away from residential neighborhoods to the east—surrounded by a linear park and mixed-use community featuring restaurants, housing and amenities.
The Broncos have partnered with Sasaki, a global design practice with deep experience working on some of the largest and most prominent developments in Denver, for the site’s master plan. The team also introduced a website, newstadium.denverbroncos.com, featuring the latest stadium news along with an opportunity for fans and members of the community to sign up for updates and information.
